An unlimited Internet plan includes unlimited Internet usage with no data caps and speed reductions. For most Internet users nowadays, this is like a mandatory choice because we need it for streaming videos, downloading or playing multiplayer games. All of those things will spend a lot of bandwidth and you will never can control it.

They keep the model because they think it will ensure customers to pay for what they are using.
